Some helpful notes:
Firefox: go to about:config (ignore warning) and add/set the "webgl.force-enabled" to true. Right click to add it if missing. Also add "webgl.disabled" as false.
Chrome: Find your chrome shortcut, add this in: "--ignore-gpu-blacklist" as a command line argument. Also, add "--enable-webgl". If using this locally, you can add "--allow-file-access-from-files" but REMOVE it before using the internet, as this allows websites to read your hard drive!

It must support OpenGL 2.0+, you can check this by using Blender, in its Help -> System -> System Information.
If blender does not report a OpenGL version greater than two, you most likely need new hardware/computer.
